Chaudhry Nisar terms SC verdict historic

ISLAMABAD: Leader of the Opposition in the National Assembly, Chaudhry Nisar Ali Khan on Friday welcomed the verdict of Supreme Court on the Constitutional 18th Amendment case and said it has virtually shut the mouth of elements who unwittingly foresaw beginning of confrontation between judiciary and the parliament.

Speaking at a news conference at his Parliament House chamber, Khan termed the verdict as an historic judgment adding that the apex court had also thwarted the conspiracies.

He pointed out that the court had, through its decision, preferred national and democratic interests over its own reservations.

Khan also said that the verdict had not only enhanced respect to the parliament but had also demonstrated statesmanship at this critical juncture of the national history.

Two Pakistanis beheaded in Saudi for rape

RIYADH: Two Pakistani men were beheaded by the sword in Saudi Arabia on Friday after being convicted of rape, the interior ministry said.

The two were found guilty of storming the house of a foreign family and raping a woman before stealing her gold jewellery, mobile phone and some cash, the ministry said in a statement carried by the SPA state news agency.

They were executed in the capital. Their beheading brings to 21 the total number of executions reported in the Gulf kingdom this year.

In 2009, there were 67 reported executions in Saudi Arabia, compared with 102 in 2008.

Rape, murder, apostasy, armed robbery and drug trafficking are all punishable by death under the kingdom's strict interpretation of Islamic sharia law.

US offers Pakistan $2 billion in military aid: Clinton

WASHINGTON: The United States on Friday pledged two billion dollars in military aid to Pakistan and hailed its efforts to battle extremists, seeking to bolster an uneasy alliance with the frontline nation.

The military package, keenly sought by Pakistan's leaders, marks the latest twist in the two nations' crisis-prone relationship but risks causing unease in India just two weeks before a visit to New Delhi by President Barack Obama.

Secretary of State Hillary Clinton said the administration would ask Congress to approve two billion dollars in military aid from 2012 to 2016 as part of the United States' “enduring commitment to help Pakistan plan for its defense needs.”

“The United States has no stronger partner when it comes to counter-terrorism efforts against the extremists who threaten us both than Pakistan,” Clinton said at high-level, three-day talks between the two nations.

The military package would be in addition to 7.5 billion dollars which Congress last year committed over five years in civilian aid, including building schools and roads, in a bid to dent the allure of extremists.

Pakistani Foreign Minister Shah Mehmood Qureshi, who is accompanied by the army chief to the strategic dialogue in Washington, denounced criticism of his country's efforts against extremism.

“There are still tongue-in-cheek comments, even in this capital, about Pakistan's heart not really being in this fight. I do not know what greater evidence to offer than the blood of our people,” Qureshi said, sitting next to Clinton.

“We are determined to win this fight,” Qureshi said.

Clinton said that Americans “recognize and appreciate the sacrifice and service” of Pakistan's military.

“These groups threaten the security first and foremost of the people of Pakistan, of neighbors, of the United States and indeed the world,” Clinton said.

But a White House report to Congress this month faulted Pakistan for not working against Afghanistan's Taliban, in what experts say is an attempt by Islamabad to preserve influence in its neighbor if and when US troops leave.

Obama plans to pay his first presidential visit to India next month in an effort to show his personal commitment to broadening the relationship between the world's two largest democracies.

Indian commentators have worried about Obama's early focus on Pakistan and China —concerns unlikely to be allayed by the military package.—AFP

Pakistan urges US to intervene in Kashmir dispute

WASHINGTON: Pakistan called Friday for President Barack Obama to intervene in its longstanding dispute with India over the Himalayan region of Kashmir, the cause of two of the three wars the nuclear-armed rivals have fought.

Pakistani Foreign Minister Shah Mahmood Qureshi made the unusually blunt appeal for Obama to seek a resolution of the dispute when he visits India next month, saying he should ''redeem the pledge'' he made as a candidate.

The conflict over Kashmir has been the main source of friction between India and Pakistan.

Pakkistan has frequently sought outside intervention to resolve it but India vehemently opposes such involvement and the United States has traditionally stayed above the fray.

Qureshi, speaking next to Secretary of State Hillary Rodham Clinton at the closing day of three days of US-Pakistan talks, said Obama must get involved because a crackdown against suspected militants in Indian-administered Kashmir threatens the entire region.

''It is in the US strategic interest to work for peace, stability and resolution of the disputes in South Asia,'' he said. ''The starting point in this quest is justice for the Kashmiri people.''

''President Obama has always understood the importance of a Kashmir solution,'' Qureshi said. ''His coming visit to the region is the time to begin to redeem the pledge that he made earlier.''

As a presidential candidate in 2008, Obama suggested that the US should encourage India and Pakistan to resolve the Kashmir dispute so Pakistan could better focus on fighting extremists on its own territory and in Afghanistan.

Although he did not advocate direct mediation, his comments were met with disdain in India.

The violence in the region has killed at least 111 people, mostly teenage boys and young men in their 20s. Indian authorities have imposed off-and-on curfews in an attempt to halt the unrest.

Quershi expressed astonishment that the US and other major powers had said little about India's response to the protests.

''People of conscience have protested the use of force against the defenseless people of Kashmir, in particular the targeting of the Kashmiri youth,'' he said.

''But the Kashmiri mothers are baffled by the deafening silence of the world's leadership. History has proved that the force of arms cannot suppress the legitimate aspirations of the Kashmiri people.''

Musharraf approved US reconnaissance drones: Gilani

ISLAMABAD: Prime Minister Yousuf Raza Gilani revealed Friday for the first time that former military ruler Pervez Musharraf gave approval for US drones to make surveillance flights over the country.

“The previous government gave them permission for surveillance and reconnaissance flights by US drone aircraft but not to launch missile attacks,” Gilani told diplomatic correspondents.

Gilani said “we will find out” when asked about reports that US drones use Shamsi base in Balochistan, but denied that drones were taking off from a military base in Sindh.

“We have not provided them space (to fly). This is wrong and I have contradicted that drones were using Shahbaz base (in Sindh) for this purpose.”

“We have repeatedly said the drone attacks are counter productive,” Gilani told the group of local and foreign reporters.

“We want to have drone technology and also if they have any actionable intelligence, we want them to share it with us.”

About Pakistan’s role in reconciliation process in Afghanistan, he said Pakistan must be involved in the “negotiation process”.

“Without involving Pakistan, any negotiation process cannot be succeeded,” he added.

The premier said that “the AF-PAK concept is inherently flawed. We have strongly rejected such concept.”—Agencies

Bakhshoo’s hat-trick helps Wapda maul KPT

LAHORE: Wapda’s veteran striker Khuda Bakhsh slammed a hat-trick in his team’s 5-2 thumping of KPT in the Pakistan Premier Football League match at Railways Stadium on Friday.

The hat-trick from the 34-year old Khuda Bakhsh ‘Bakhshoo’ helped Wapda gain control of the match after half-time, having gone into the interval at 1-1.

In the day’s other matches, Young Blood FC were beaten 2-1 by NBP at the league newcomers’ home ground in Shiwal and Army defeated spirited Baloch side Afghan FC 2-0 at the Jinnah Sports Complex in Islamabad. Meanwhile, PAF humbled HBL 2-0 at Peshawar’s Qayyum Stadium.

Winning their 12th consecutive match in the competition, Wapda staged a late recovery after winger Zahid Ahmed opened the scoring for KPT in the 24th minute. However, Zeeshan Javed fired the equaliser in the 40th minute for Wapda. Bakhshoo then put his side 2-1 up in the 59th minute and striker Arif Mehmood made it 3-1 with his 18th goal of the tournament nine minutes later.

With the win in sight, Bakhshoo let loose on the fragile KPT defence and struck twice within 10 minutes (76th and 86th) to put the result beyond doubt. It was the fifth hat-trick of the tournament after Arif Mehmood (two hat-tricks), Zafar Majeed (KPT) and Jadeed Khan (Afghan FC).

Meanwhile in Sahiwal, two Pakistan internationals opened the scoring for NBP as they recorded their third win of the PPFL when they overwhelmed Young Blood FC 2-1. The home team got off to a good start when Asim Mansoor scored in the dying moments of the first half, but NBP dominated the second half and struck two beautiful goals through skipper Farooq Shah (62nd minute) and Abdul Aziz (66th minute).

In a top-of-the-table clash in Islamabad, Army edged out giant-killers Afghan FC 2-0 with goals in each half. Muhammad Imran opened the scoring in the 12th minute and Sharjeel Vicky doubled the lead 18 minutes from time to lift Army to the third spot with 24 points. Wapda lead the table with 37 points while Afghan FC are second on 26.

Pakistan Air Force recorded their sixth win of the league by brushing aside HBL 2-0 in Peshawar Cantt. It was the tenth defeat for the hapless HBl side, who, have bagged only five points in their 13 matches so far. PAF went into the lead through striker Muhammad Mujahid’s tenth-minute goal. It was the fifth goal for Mujahid. Paf added their second four minutes from time when midfielder Saleh Khan scored his first goal of the competition. —APP

Ton-up Sangakkara, four-wicket Fernando help SL win

BRISBANE: Skipper Kumar Sangakkara hammered 110 off 95 balls as Sri Lanka blazed to a score of 301 on their way to a 112-run win over Queensland in their opening Australian tour match on Friday.

The Sri Lankans, building up to their three-match one-day international series with Australia next month, were spearheaded by Sangakkara and Chamara Silva (75) at the Gabba.

The tourists then dismissed Queensland for 189 off 36.1 overs with paceman Dilhara Fernando taking 4-41 off 6.1 overs and fellow fast bowler Dammika Prasad snaring 3-43 off eight overs.

Sangakkara was heartened by the way his team started on one of Australia’s bounciest wickets but said they had plenty of important work ahead of them with a one-dayer and T20 against New South Wales before taking on Australia.

“We still have a lot of improvement (left) but I like the way we batted especially getting through the start in the first 12 overs on a wicket that was slightly soft and had a bit in it,” he said.

“We consolidated well and put on a good total and in our first 15 overs we bowled we managed to make some inroads.”

Sangakkara was pleased to kick off his tour in good form.

“It was nice to get runs on the board first up... it was very satisfying,” he said.

Sri Lanka rested star spinner Muttiah Muralitharan, pace spearhead Lasith Malinga, former skipper Mahela Jayawardene and senior batsman Tillakaratne Dilshan in their tour opener.

Queensland’s under-strength bowling attack were on top early with the tourists struggling with the extra bounce of the Brisbane wicket at 30 for two in the eighth over.

But Sangakkara, who shrugged off a hamstring strain to play, single-handedly turned around the Sri Lankan innings.

The wicketkeeper-batsman set a solid platform by dominating an 87-run stand with Chamara Kapugedera (35) before a century partnership with Chamara Silva.

Sangakkara, who hit 10 boundaries and five sixes, brought up his century with his fourth six off leg-spinner Cameron Boyce, and then repeated the dose over deep mid-wicket two balls later.

Ben Laughlin (3-54) removed Sangakkara in the 41st over with a slow full-toss which the left-hander chipped to mid-wicket.

But the Sri Lankan lower order carried on in similar fashion, belting 49 runs from the last five overs, including a six by Thisara Perera off the last ball.

In Queensland’s innings only number six Craig Philipson put up any resistance with 69 off 62 balls including 11 fours.

Sri Lanka have another one-dayer against NSW in Sydney on Sunday followed by a Twenty20 game against NSW on Wednesday.

The T20 match will be followed by a three-game one-day international series against Australia with matches in Melbourne, Sydney and Brisbane next month.

Sri Lanka also play Australia in a one-off T20 international in Perth on October 31. —AFP

PCB forms anti-corruption committee: reports

ISLAMABAD: Following the International Cricket Council’s stern 30-day warning, Pakistan’s cricket authorities have formed an anti-corruption committee, reports in the local media said on Friday.

Keeping in line with the instructions given by the ICC, Pakistan Cricket Board (PCB) has formed a seven-member team which will monitor cricketers and officials linked with the board.

PCB Chairman Ijaz Butt will head the committee, which will have authority to take immediate action against any player or official found guilty of corruption, a private television channels reported.

The seven-member committee also includes PCB's Chief Operating Officer Wasim Bari and General Manager Cricket Operations Zakir Khan.

Earlier this month, cricket’s governing body issued a warning to the PCB to improve its governance and implement a series of measures within 30 days.

Three Pakistani Test cricketers were suspended by the ICC last month, after British tabloid reports alleged them of spot-fixing.

In an ICC hearing scheduled for October 30 and 31, Salman Butt, Mohammad Amir and Mohammad Asif will face an ICC panel regarding their suspension. —APP

China activists plan whistleblower site to spur reform

HONG KONG: Chinese activists are planning to launch a whistle-blowing website modeled on WikiLeaks in a bid to expose state secrets and spur political reform, the South China Morning Post reported Friday.

The activists, who are using social networking sites like Twitter to mobilise and call on people to upload classified information to their database, said it plans to launch “Government Leaks” on June 1 next year, the daily said.

The site’s founder – identified only as “Deep Throat” – said the website would go online just days ahead of the 22nd anniversary of the bloody June 4 crackdown on democracy protests in Beijing's Tiananmen square.

“I think that by making government secrets open we can promote democracy in China,” he told the English-language daily.

“This is a fight against the dictatorship, and to return the right to information to the people. I believe it will advance China’s political reform.”

“Deep Throat” said that he had originally wanted to team up with WikiLeaks, but that emails sent to the website had bounced back undelivered.

“Government Leaks has no relation with WikiLeaks, but you can call us the copycat version of WikiLeaks in China,” he told the paper, adding that the site would continue to approach WikiLeaks for help.

A team of experts has been enlisted to run the China-based site, including journalists, editors, lawyers and hackers, who will safeguard against likely attempts by government censors to shut it down, the site’s founder said.

The website is expected to anger Beijing, which heavily monitors Internet traffic and restricts freedom of speech.

Beijing operates a vast system of web censorship, sometimes referred to as the “Great Firewall of China”. It blocks access to any content the government deems unacceptable, ranging from pornography to political dissent.

A number of leading Chinese bloggers have voiced their concern about Government Leaks, saying it could expose whistleblowers to severe punishment.

“In the worst case the informer could be prosecuted for illegally possessing state secrets,” the paper quoted blogger “Zola” as writing.

Alice Xin Liu, who writes for the Beijng-based blog Danwei, said the new website would likely fall flat.
“On a practical level I don’t see it working,” she told AFP.

“I don’t think every day people or those without the technological knowledge would be willing to put themselves on the line. The risks are simply too great.”

Government Leaks’ founder said his group would avoid using normal email channels to communicate with informers and was studying the use of high-security technologies to receive sensitive information.

“Deep Throat” said he was inspired by the US Watergate scandal of the 1970s, which eventually led to the resignation of then president Richard Nixon, as well as the recent success of WikiLeaks.

“Deep Throat” was the pseudonym of an informant – identified three decades later as a senior FBI official – who leaked sensitive information about the Nixon administration’s involvement in the scandal.

WikiLeaks gained widespread notoriety in July when it published nearly 77,000 classified US military documents on the war in Afghanistan, provoking the wrath of the Pentagon.

The site is expected soon to release some 400,000 secret military reports on the US-led Iraq war.

Founded in 2006 by Australian Julian Assange, WikiLeaks first grabbed headlines when it released a graphic video of a US military Apache helicopter strike in Baghdad in 2007 that killed two journalists and a dozen civilians.

In September, Assange, 39, was accused of rape in Sweden. He dismissed the allegations as part of a “smear campaign” aimed at discrediting WikiLeaks. — AFP

Rooney staying at Man United after new five-year deal

LONDON: Wayne Rooney performed a shock u-turn Friday by signing a new five-year contract with Manchester United just days after appearing to be on his way out of Old Trafford.

Rooney had rocked United on Wednesday by revealing that he wanted to leave the Premier League club because they no longer had enough ambition to compete for major honours.

However United reopened talks with Rooney’s agent and announced on Friday that the player had made an astonishing u-turn and opted to commit his long-term future to the club.

A statement on the club’s website said: “Wayne Rooney has agreed a new five-year contract to stay at Manchester United until at least June 2015.

“The agreement follows intensive discussions between the Club and the player’s representatives and means that by the end of his contract Wayne will have been a Manchester United player for 11 years.”

United manager Sir Alex Ferguson had already revealed earlier in the week that contract talks with Rooney had broken down in August and it seemed certain the former Everton star would be sold.

Ferguson said Friday he was delighted with Rooney’s decision: “It’s been a difficult week, but the intensity of the coverage is what we expect at Manchester United.

“I said to the boy that the door is always open and I’m delighted Wayne has agreed to stay.

“Sometimes, when you’re in a club, it can be hard to realise just how big it is and it takes something like the events of the last few days to make you understand.

“I think Wayne now understands what a great club Manchester United is.”

Rooney had been increasingly linked with a move to arch local rivals Manchester City, prompting an angry reaction from fans.

At least three killed in Peshawar mosque blast

PESHAWAR: A bomb attack at a mosque in Peshawar killed three people and wounded 22 others as worshippers filed out after the Friday prayers, officials said.

The planted bomb detonated in a congested neighbourhood on the western outskirts of the city.

“A bomb blast took place at a mosque in the Pishtakharra area,” police official Mohammad Karim Khan told AFP, referring to a congested neighbourhood in the city.

“Three people were killed and 22 wounded in the attack,” city police chief Liaquat Ali told reporters, updating an earlier police toll of two.

“The target was people in the mosque and the purpose was to create a scare,” he added. Most of the wounded sustained minor injuries, he said.

Hospital officials confirmed the casualties and police said the attack was caused by an improvised explosive device (IED).

“It was an IED,” police official Mohammad Naeem told AFP.

Pakistan names Asian Games Tenpin Bowling squad

ISLAMABAD: A four-man bowling squad will represent Pakistan at the upcoming Asian Games, the Pakistan Tenpin Bowling Federation announced on Friday.

The squad includes Ijaz-ul-Rehman, Khalid Saeed Butt, Mohammad Hussain and Saleem Baig.

“The ongoing Islamabad Premium Bowling League is a part of practice regimen for the Asian Games,” Secretary of Pakistan Tenpin Bowling Federation Ijaz-ul-Rehman told APP.

“Tenpin bowling was not initially part of Pakistan’s plans for the Asian Games but the Pakistan Sports Board (PSB) granted permission to us (Pakistan Tenpin Bowling Federation) to participate at the last moment.”

Pakistan’s tenpin bowling team has previously participated in the Tenpin Bowling World Cup in France. —APP

Govt to recruit 3,000 extra police for Karachi: Malik

KARACHI: The government will recruit 3,000 extra police in a bid to stem repeated outbreaks of violence in Karachi, Interior Minister Rehman Malik said Friday.

More than 70 people have died in Karachi as a result of politically motivated killings since Saturday. In recent months, Karachi has suffered the worst such violence in years with 85 people killed after a lawmaker was shot dead in August.

“We will recruit 3,000 more policemen in Karachi,” Rehman Malik told reporters, blaming the violence on organised crime networks.

“Action will be taken against anyone who dares challenge the writ of the state,” he added, but declined to reveal any details.

Malik said that after “drug mafia” and “land-grabbing mafia” the city was now facing “extortion mafia”.

Malik said four murders were reported in the city overnight “but no targeted killings” and urged political parties to work together for peace.

The interior minister of Sindh province, of which Karachi is the capital, said police on Friday killed a notorious robber Qadri Chachar who had a bounty of 1.5 million rupees on his head.

Zulifqar Mirza said police also arrested a wanted “target killer” along with up to 15 other suspects in connection with the recent violence.

Authorities had said previously that more than 80 suspects were rounded up and interrogated over the killings. — AFP
